A: They are used interchangeably, they mean the same thing. I believe "during" would be the more correct way to say it, but if you said "over" no one would think it was strange.

You could say this, and it almost sounds perfect (we would understand you fine) but there is a small problem. We generally don't say "I'm not good with [X]" when [X] is an abstract concept.

For example:
Natural: "I'm not good with children." "I'm not good with money."
Unnatural: "I'm not good with stress." "I'm not good with science."

So you have a couple options for rewording this...
"I don't like summer because it's too hot."
"Summer is difficult for me to deal with because it's too hot."

In Romania, summer holidays for students last around 3 months. For working adults, a lot less than that 😅

most english speaking Europeans would switch the word "vacation" with "holiday"
