"Hot" refers to temperature. "Hot foods" are foods that cause a burning sensation in your mouth, similar to food that is fresh out of the oven. Sometimes there is confusion whether a person means the food has a hot temperature or has a hot flavoring.
"Spicy" refers to seasoning. A food that has a seasoning that produces a tingling sensation is referred to as "spicy."
Foods that are "more hot than spicy" are foods that have a simple seasoning that produces a strong burning sensation. A good example of this is a buffalo wing, which is a chicken wing covered in hot sauce.
Foods that are "more spicy than hot" are foods with a complex seasoning that produces only a mild burning sensation. Most styles of Cajun cooking fit into this.
Many foods are both spicy and hot. Indian cuisine is a good example of this.
In common everyday use, these words are often used interchangeably. You may even hear a conversation like this:
Tom: "Careful, those are hot."
Anne: "Hot as in just-out-of-the-oven or hot as in spicy?"
Tom: "Hot as in spicy, only try it if you're really into hot foods."

they both kind of mean the same thing (when you are talking about food), but "hot" is more general while "spicy" is more specific.
"Hot" could be talking about the temperature or the taste while "spicy" is the taste, if this makes sense.
for example: the chicken is hot.
I could mean that the chicken's temperature is hot, or that it tastes hot.
but when I say: the chicken is spicy.
you would know that I am talking about the taste and not the temperature.

Hot can refer to both the temperature and the chemical heat from something like peppers.
Spicy can only refer to the chemical heat.

@clytze also, a guy can refer to women as Hot or spicy. Hot would mean very beautiful and/or sexy and spicy would be sexy with an attitude. Many Latino men may refer to women as hot or spicy - then, like everyone is saying, food may be hot (oven hot) and/or spicy which means the seasoning might make your mouth burn.

Spicy is used to describe food only, like peppers or wasabi or mustard. Hot is used to describe the condition of a temperature, if it is hot or cold.

Hot means high temperature but can also be a slang word talking about the spicy taste of a food.
Spicy can’t mean hot however it only describes food sensation while hot described temperature and is sometimes used to describe spicyness

@clytze Hot can mean fresh out of the oven, so it burns your mouth. However, spicy is the type of hot that is in the food. When food is spicy it is hot because of how it is prepared (with peppers or different spices). You can use both of these words very similarly: This chicken is so hot/spicy. But their meanings are different. Hope this helps! :)

Hot is an effect. You feel hotness when you eat spicy things. If it is spicy, it is hot. But you can make it less spicy, so it will be less hot.

They can mean the same thing when talking about food. You could say that the noodles are “hot” or “spicy”.
But “spicy” only refers to food, and hot can also mean temperature or other things depending on the context.
You could say that it is “Hot outside” meaning that the temperature is warm. Or you could say “That person is hot” meaning that person is attractive or sexy
But you cannot say that the weather or that person is “spicy”
