"Have started" is present tense
"Had started" is past tense
Because you are talking about something that has happened in the past, you use "had"

@t3_k_a true. but I thought that “have started” may be correct because the changes (and their effects/results) just started in the past, but they are still “at work”

@t3_k_a the complete phrase I’m trying to translate in English is: “Jesus has been dead since 31 or 33 AD, namely for 2000 years, but he still lives in the hearts of a lot of people around the world. In the last few decades, however, some major changes have started. Since the 1980s, some Christian churches have used a more inclusive language in their new translations of the Bible”

@Exquisitor ____(?) has been dead for 2000 years = Present Perfect Continuous, which is correct for describing something, like being dead, that began in the past and continues forward to the present time.
... but he still lives in the hearts of a lot of people (Present Tense)
Just a side note, this is not “Jesus” your sentence is talking about — because those who still love him believe that he was dead for only 3 days before he destroyed death. I’m one of them.
