If you simply say, “He drives a car” that is totally fine. However, “It is the first time” makes the two parts not work together. You would need to change the verb tense from “drives” to “is driving”.

In “It is the first time” you’ll notice “is”. This sets up the sentence so that the rest of the verbs in the sentence have to match “is”.
“is driving” has “is” in it. It matches.
“has driven” has “has” which tensewise goes with “is” so it works.
When you change the phrase to “It WAS the first time” then you are using past tense. So “drove” (past tense) matches “was” in past tense, so it works.
You could also use “had driven”because “had” goes with “was” so it works.
