They're not completely the same but the difference is so small that I don't know how to describe it and it doesn't matter.
Both would be acceptable and polite

I would say that both are polite. But they are slightly different in meaning.
The 1st one "Would you mind..." for me, it means "if it bothers you send me the link".
And the 2nd "Could you please..." for me, it is kind of more directly to ask the person to send the link.
Now, I doubt if it is correct to say "...send me the link?" or we should say "Could you send the link to me?"

@adventureaus traditionally, "would you mind..." was slightly more polite than "could you please..."
But in most modern situations, both are fully acceptable.
