I would say
'I rated an Uber driver poorly and complained that they were driving dangerously.'
or
'I rated an Uber driver poorly, complaining that they were driving dangerously. "

i like the second reccomendation better.

yes, because you have to add the 't' to make it grammatically correct. complaint is the noun form of the verb complain.

that's almost correct just put the word 'an: in there to make it sound more natural.
