@hhoc2000 won’t means “will not.” So A is saying B will not throw garbage. To me, it would sound more natural to say “can’t” instead. A would say “you can’t do that” to tell B they are not allowed. “You won’t do that” means person A is telling B that throwing garbage is something they will not do.

I would agree with MariKat28. "won't" doesn't sound natural here because it tells what will happen in the future.
"Can't" is the correct and natural way to say this.
example:
"You can't park your car here."
Saying, "You will not park your car here" can have a certain nuanced meaning, which is like, "No matter how hard you try, I will keep you from parking here. At no point in the future will you ever park here."
It asserts power because you're describing someone else's future, which only they have control over, so you'd need to be very powerful or influential to really control that.

- You will do as I say.
- Everyone will leave immediately!
- I will not have my own children talking to me like that!

Then, your explanation apply to positive sentences like #1 and #2 ?
And is it possible for the listener to repeat the command like this?
A : "You will do it right now!"
B : "I will do it right now?"

@hhoc2000 Since the question is more about how you could respond, let's assume that the sentence should use "will". The reply can be "Ok, I will!" or "I will do it!"
Saying "Will I do it?" sounds odd though. You should know if you will do it. You might say.
"I will?"
